## You are not buying food. You are buying an operator.

The menu is the easy part. The hard part is whether the company you hire can keep volume, labor, and compliance upright when the building is full.

## What should a venue concessions operator checklist cover?

A solid checklist covers compliance, staffing commitments, permit ownership, and how the operator behaves when something breaks mid-event. If a vendor only wants to talk about recipes, you are shopping a concept, not an operator.

## Compliance: what questions should you ask?

Ask who owns health, alcohol, and building rules before opening day, not after a failed inspection. Outside the brand, general framing still holds: Texas venues and events typically sit under local health authority rules, and alcohol service sits under TABC when beer, wine, or spirits are poured. Hot-holding and cold-holding temperatures (commonly taught as 135°F hot / 41°F cold in food-safety training) are the kind of boring details that separate operators from booth hobbyists.

Ask your vendor:

1.  Who pulls or maintains the food establishment / temporary food permits for this site?
2.  Who is the permittee of record if the health inspector shows up?
3.  Is alcohol in scope, and who holds the TABC responsibility for pour and training?
4.  How do you document food safety checks during a game or event?
5.  What happens if a stand fails a mid-event check?

If answers get fuzzy, that is a tell.

## Staffing SLAs: what should venues demand in writing?

Venues should demand clear staffing numbers, call times, and backup plans in writing, not "we'll have people there." Peak windows kill thin crews. Alcohol lines and main-bowl stands fail first when the operator understaffs to protect margin.

Ask your vendor:

1.  What is the minimum crew by stand and by event type?
2.  What is the call time relative to doors?
3.  Who is the on-site lead with authority to move people?
4.  What is the backup plan if three call-outs hit the same night?
5.  How do you handle surge when a game or concert runs late?

Vague "flexible staffing" without numbers is not an SLA. It is hope.

## Permits and municipal rules: what is the buyer's job vs the operator's?

The buyer's job is to know which permits the venue or city requires. The operator's job is to say clearly which of those they will carry. Do not assume a concessions company automatically holds every temporary event permit for a municipal or multi-day fair. Ask. City rules differ. Temporary food, special event, and alcohol permissions often stack.

Diagnostic tell: a vendor who shrugs at "who owns the permit" is not ready for your building.

2.  TABC / alcohol responsibility named (or "alcohol out of scope" stated)
3.  Stand-by-stand staffing minimums
4.  Call times and on-site lead named
5.  Call-out / backup plan
6.  Mid-event food-safety process
7.  Who talks to the inspector
8.  How revenue or fee structure is explained without hiding the model
9.  References tied to comparable venues (not generic "we do events")
10.  Written scope for what is in and out of the engagement

A score under 12 means you are still interviewing. A vendor who cannot sit through this sheet is disqualifying themselves for you.

## What "good" looks like on opening night

Good looks boring. Lines move. The lead is findable. Temperature logs exist. Nobody is inventing a beer process at first pitch. If your current operator only shines in the sales meeting, run this checklist before renewal.
